Health & Safety Manager Role Summary:
The Health & Safety Manager is responsible for leading the company’s safety programs, ensuring compliance with legislation, and driving continuous improvement across all sites and projects. This role requires a proactive leader capable of providing both strategic direction and hands-on support.
Based at the Ottawa office and working across multiple construction sites in the region, the Health & Safety Manager will collaborate closely with site safety representatives and the Joint Health & Safety Committee (JHSC). The position also involves fostering strong working relationships with employees, customers, and suppliers to promote a culture of safety and accountability.
Primary Duties & Responsibilities:
- Maintain and update the company’s Health & Safety policies, procedures, and emergency response plans.
- Ensure compliance with all applicable legislation, including the Ontario Ministry of Labour and OHSA requirements.
- Serve as a trusted advisor to senior management on all health, safety, and regulatory matters.
- Promote a strong safety culture by engaging employees at all levels and reinforcing safe work practices.
- Coach and mentor supervisors and employees to build accountability for workplace safety.
- Collect, analyze, and report on safety performance metrics.
- Deliver safety orientation programs for all new hires and ensure comprehensive understanding of workplace risks and behaviours.
- Identify safety training needs and coordinate relevant training sessions.
- Organize the annual Health & Safety meeting, including minute preparation and distribution.
- Lead toolbox talks, safety meetings, and on-site workshops.
- Conduct hazard analyses and collaborate with site safety representatives to identify and mitigate risks.
- Track safety infractions and report trends to management.
- Lead incident reporting, investigation, and follow-up actions with managers and employees.
- Manage return-to-work programs in collaboration with employees, supervisors, and WSIB.
- Conduct monthly safety inspections and ensure prompt resolution of identified issues.
- Perform internal safety audits and participate in JHSC meetings.
- Maintain and update Health & Safety communication boards.
- Support initiatives aimed at achieving COR or ISO 45001 safety management certifications.
- Prepare health and safety documentation for new project start-ups.
- Audit subcontractor safety documents and certifications.
- Manage the company’s safety rewards and recognition programs.
- Perform other related duties as assigned.
Qualifications & Experience:
- Post-secondary education in Occupational Health & Safety, Environmental Health, or a related field.
- Minimum of 4 years of progressive OHS experience, including leadership roles in the construction industry.
- Comprehensive understanding of Ontario’s Occupational Health & Safety Act and Construction Regulations.
- Experience in safety program development, audits, risk assessments, and incident investigations.
- Certified JHSC member and valid First Aid certification are assets.
- Knowledge and experience with COR or ISO 45001 safety management system auditing.
- Strong leadership, communication, and interpersonal skills with the ability to influence across all levels.
- Self-motivated and detail-oriented with strong organizational and time management abilities.
- Proficiency in computer applications and willingness to learn new tools.
- Valid driver’s licence required.
- Bilingual (English/French) is considered an asset.
