Job Summary:
Reporting to the Senior Director, Human Resources, the Health, Safety, Environmental & Security Manager is responsible for establishing and maintaining a safe workplace and general public environment, while overseeing the unionized security and other organizational operations.
Primary Duties & Responsibilities Specific duties and responsibilities include:
Health, Safety & Environment
- Supports Management and associated Departments in all HSE Policy and Guidelines issues;
- Supports Management and associated Departments in defining roles accountabilities, responsibilities with regards to safety and environmental aspects;
- Supports Management and associated Departments in the development, implementation, and maintenance of the HSE Management System that is inclusive of all departmental regulatory frameworks;
- Ensures, in accordance with the corporate guidelines, the implementation, updating, review, and auditing of the Company HSE Systems;
- Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives;
- Provides for motivation and familiarization of all Company people respecting the importance of complying with Company system procedures and all Safety equipment provided;
- Assists all departments in their dealings with Employees, Guests, Sub-Contractors, and Volunteers in all issues concerned with Health Safety & Environment at the worksite;
- Assists all Departments in conducting internal safety & environmental audits and is vigilant in preparing the organization for certifying/maintenance safety & environmental audits;
- Assists appropriate departmental management in accident/incident investigations;
- Carries out analysis of Leading & Lagging indicators such as hazards, hazardous acts, accident/incident statistics, identifying trends and suggesting improvement plans;
- Provides technical support to Management on any safety or environmental related subjects;
- Facilitates all in-house safety training for all departments to empower them in the implementation of the HSE policies, procedures, and reporting;
- Facilitates the process for all Departments to carry out safety vetting on Sub-contractors;
- Liaises between all departments through the Joint Occupational Health & Safety Committee on safety-related issues;
- Facilitates management of change with all Departments;
- Performs Risk Assessment and management of change;
- Preparation of Health and Safety documentation for new tenders;
- Provides strong leadership to the Joint Occupational Health and Safety Committee and attends all committee meetings, coordinates appropriate training for all members;
- Inspects and monitors organization facilities to detect an existing or potential accident and health hazards, and recommends corrective or preventative measures where indicated;
- Ensures all regulatory inspections, as they pertain to fire, security, and safety are carried out and required corrections and other measures are implemented in a timely manner;
- Develops and monitors the annual departmental budget, and adjusts it as required;
- Conducts onsite investigations and establishes an appropriate investigation task force for all incidences, accidents, and injuries. Issues notice to freeze the scene until the investigation is completed, manages and oversees all aspects of the investigation process and producing the final report with recommendations back to the business;
- Compiles and submits incident and accident reports required by the provincial Occupational Health & Safety, City of Calgary, Senior Management, the Joint Occupational Health & Safety Committee, as well as the Board and Health, Safety and Environmental Committee;
- Reviews and tracks all near miss, incident, and accident reports and manages risk mitigation strategy with the JOHSC committee that ultimately flows into the goals in reducing incidents and accidents;
- Liaises with Human Resources to ensure the effective administration of Worker’s Compensation Program,
- Other designated H&S responsibilities
Security:
- Manages in alignment with the collective bargaining agreement, for the security staff;
- Lead, mentor, and develop the security team to be the best in class, proactive team that supports the Company;
- Provides recommendations of physical and technology opportunities to enhance the security level on-site;
- Researches and implements strategies to ensure the best possible security and crime prevention techniques;
- Ensures compliance with relevant industry standards, regulations, and laws;
- Reports back to the business monthly, through Town Halls on Health, Safety, Environmental and Security matrix data, and information sharing;
- Drives a safety-first mindset amongst all employees and volunteers on-site;
- Other duties as required.
To be considered for this role, the “Health, Safety, Environmental & Security Manager” must have the following qualification:
- Professional designation in HSE, Risk Management;
- 5 or more years experience in Health, Safety and Environment, and Emergency Response;
- Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation;
- Management experience in an unionized work environment;
- Must possess valid Alberta, class 5 Driver’s license, Provincial Security License, and Standard First Aid Level C.
- Strong interpersonal skills, superior verbal, written skills, and the proven ability to communicate persuasively;
- Strong report writing, analytical, and presentation building skills are required;
- Demonstrated high levels of initiative and the ability to handle multiple projects simultaneously;
- Ability to deal with confidential information and sensitive issues in a professional manner by demonstrating integrity, diplomacy, and political acumen in all business interactions;
- Substantial experience in, managing, and leading multiple teams;
- Strong leadership capability to push organizational-wide change initiatives for Health & Safety,
Special Working Conditions:
- Physical requirements are varied including, but not limited to, working at a desk, lifting, and standing for extended periods of time;
- As a large portion of this position takes place outside, the individual must be prepared to work in a variety of weather conditions;
- This position requires a great level of focus and physical fitness;
- Various scheduled hours of work including possible weekends, statutory holidays, fluctuating hours, and overtime as required;
