Compensation Range:
The hiring company is offering an annual salary range of $130,000 – $140,000 along with comprehensive benefits.
HSEQ Manager Role Summary:
The HSEQ Manager will provide senior-level leadership, strategic oversight, and independent governance of health and safety programs across Operations and Maintenance activities. This role holds overall accountability for ensuring adherence to all contractual requirements as well as applicable legislative and regulatory health and safety standards.
HSEQ Manager Primary Duties & Responsibilities Include:
- Act as a designated Key Individual for Health & Safety with delegated authority under the Project Agreement.
- Provide senior oversight for the Health, Safety, Security, Environment, and Quality (HSSEQ) Management System.
- Lead governance, risk assurance, and continuous improvement of Safety, Security, and Emergency Management Plans.
- Escalate material risks and compliance issues to senior leadership and the Client.
- Ensure compliance with Ontario OHSA, WSIA, and all applicable legislation and contractual requirements.
- Maintain and oversee health and safety risk registers and mitigation strategies.
- Lead investigations into significant incidents and security events, including root cause analysis and corrective action oversight.
- Coordinate joint investigations with the client operator where required.
- Oversee contractor and subcontractor compliance through audits, inspections, and performance monitoring.
- Lead internal emergency response exercises and represent the organization in operator-led preparedness activities.
- Oversee health and safety reporting to leadership, the client, and the operator.
- Partner with Human Resources on WSIB management, accommodation processes, fitness-for-duty requirements, and workplace violence prevention.
- Provide coaching and guidance to leaders and Joint Health & Safety Committees to strengthen accountability and safety leadership.
- Lead annual independent audits and management reviews of Safety and Security Management Plans.
To be considered for this role, the “HSEQ Manager” must have the following qualifications:
- Bachelor’s degree or certificate in Occupational Health & Safety, Engineering, or a related discipline.
- CRSP, CHSC, CSP, NCSO, or an equivalent professional designation is considered an asset.
- 5–10 years of progressive health and safety experience in construction, infrastructure, transit, rail, or large-scale Operations & Maintenance environments.
- Demonstrated experience in a senior, client-facing role with contractual and regulatory accountability.
- Strong knowledge of Ontario OHSA, WSIA, and safety management systems.
- Proven ability to manage complex operational risk and advise senior leadership with credibility.
- Strong analytical, organizational, and communication skills.
- Proficiency in Microsoft Office.
- Valid Ontario Class “G” driver’s licence.
