Manager- Health, Safety, Environment, Quality & Training Role Summary:
The Manager, Health, Safety, Environment, Quality & Training (HSEQ&T) plays a pivotal leadership role in ensuring the organization operates in full compliance with all relevant health, safety, environmental, and quality regulations while developing a proactive safety culture. This role is also responsible for designing and managing comprehensive training programs that elevate employee competency, safety awareness, and operational effectiveness.
Operating at both strategic and operational levels, the Manager will collaborate cross-functionally with field operations, senior leadership, clients, and regulatory bodies to drive excellence in health and safety, environmental sustainability, quality assurance, and workforce development across multiple regions and projects.
Manager- Health, Safety, Environment, Quality & Training Primary Duties & Responsibilities include:
- Develop, implement and enforce H&S policies compliant with provincial and federal regulations (OHSA, OHS Code, etc.).
- Manage incident investigation, root cause analysis, and corrective/preventive actions
- Lead hazard identification, site-specific risk assessments, and emergency response planning
- Monitor and report on safety metrics (e.g., TRIR, LTIR, near-miss frequency).
- Foster a culture of safety through engagement, coaching, and behavioral safety programs
- Maintain and improve COR, ISO, and other quality management systems
- Lead internal and client-driven audits, non-conformance tracking, and continuous improvement initiatives
- Standardize documentation processes and drive consistency across business units.
- Oversee certification and training programs (e.g., WHMIS, Confined Space Entry, First Aid).
- Maintain accurate training records and competency matrices.
- Design and deliver onboarding programs for employees and contractors
- Measure training effectiveness through audits and incident trend analysis.
- Conduct training needs assessment to identify skill gaps and develop training plans to ensure operational efficiency, technical competence, workplace safety and regulatory compliance.
- Implement integrated risk management frameworks across HSEQ domains for OHS and business continuity.
- Conduct enterprise and project-level risk assessments and facilitate on site crisis and emergency preparedness.
- Monitor emerging risks and regulatory developments; advise leadership on mitigation
- Set clear HSEQ expectations for subcontractors and ensure compliance through inspections, audits and evaluations.
- Lead subcontractor onboarding and orientation aligned with company policies.
- Implement performance improvement plans for underperforming vendors.
- Manage environmental programs including spill response, emissions tracking, and waste management.
- Develop and maintain project-specific Environmental Management Plans (EMPs).
- Ensure compliance with environmental laws and promote ESG and sustainability initiatives.
- Support internal and external environmental reporting and data tracking.

To be considered for this role, the “Manager- Health, Safety, Environment, Quality & Training” must have the following qualifications:
- Completion of post-secondary education from a recognized Occupational Health & Safety program or an equivalent combination of education, training, and experience.
- Strong knowledge of relevant occupational health and safety legislation, workers’ compensation legislation and other applicable provincial regulatory legislation/requirement
- 7+ years of HSE experience with at least 2 years of management level.
- NCSO, CRSP, CRST are preferred.
- Ability to conduct enterprise and site-level risk assessments, develop mitigation strategies, and lead emergency response planning.
- Proven ability to lead and mentor cross-functional HSEQ&T teams across multiple locations and disciplines.
- Capable of aligning HSEQ&T strategies with business goals and driving long-term performance improvements
- Strong communicator with the ability to influence at all levels—field staff, executives, regulators, and clients.
- Competent in using EHS software and analyzing safety/quality/environmental data to inform decision-making and track KPIs.
- Experience managing subcontractor compliance, onboarding, audits, and integration into company HSEQ programs.
- Skilled in developing and delivering safety and operations training programs; maintaining training records and competency matrices.
- Proficiency in Microsoft Office Suite and specialized EHS & Training software’s (eCompliance, Articulate 360 etc.
Working Conditions
- Primarily based in an office environment, with regular travel to operations sites
- Requires prolonged periods of sitting and extensive use of a computer (keyboard and monitor ).
- Frequent travel (30 – 40 %) across provinces to support teams as needed.
- Occasional work in a field or construction environment, which requires the use of personal protective equipment (PPE), including steel-toed boots, hard hat, high-visibility clothing, and safety glasses.
- Exposure to varying weather conditions and potentially uneven or challenging ground surfaces when working on-site.
- May occasionally require evening or weekend availability for critical response or senior leadership meetings.
