Role Summary:
The Operational Risk & Emergency Manager is responsible for overseeing and implementing the company’s risk management framework and emergency response programs. This strategic role ensures business continuity and the effective mitigation of operational risks across industrial facilities. The successful candidate will provide leadership in identifying, assessing, and minimizing risks while ensuring regulatory compliance, emergency preparedness, and crisis management readiness across all levels of the organization.
Operational Risk & Emergency Manager Primary Duties & Responsibilities
Operational Risk Management:
- Develop, maintain, and implement the enterprise-wide operational risk management framework, policies, and procedures.
- Conduct risk assessments across key business units and sites to identify vulnerabilities and develop mitigation strategies.
- Collaborate with operations, health & safety, engineering, and security teams to embed risk management into daily operations.
- Track, analyze, and report on key risk indicators (KRIs) and risk event trends; prepare quarterly risk reports for executive leadership.
- Oversee the implementation of internal risk controls and monitor their effectiveness through audits and inspections.
Emergency Management & Business Continuity:
- Lead the development, implementation, and regular review of emergency response and business continuity plans across all industrial sites.
- Organize and lead emergency drills, tabletop exercises, and simulations to validate response plans and train site teams.
- Coordinate with municipal and provincial emergency response agencies to ensure alignment and effective collaboration.
- Serve as the company’s primary contact during emergency events, coordinating incident response and recovery activities.
- Evaluate lessons learned from incidents and integrate improvements into future planning.
Training & Communication:
- Design and deliver training programs on operational risk, emergency preparedness, crisis management, and business continuity for employees at all levels.
- Foster a culture of proactive risk identification and ownership throughout the organization.
- Communicate clearly and consistently with site managers, senior leaders, and external stakeholders regarding risks and emergency protocols.
Regulatory Compliance & Standards:
- Ensure compliance with applicable federal, provincial, and municipal regulations, including those related to industrial safety, environmental protection, and emergency preparedness.
- Maintain up-to-date knowledge of evolving regulatory requirements and best practices.
- Participate in external audits and liaise with regulatory authorities as needed.

Qualifications:
- Bachelor’s degree in Risk Management, Occupational Health & Safety, Emergency Management, Engineering, or a related discipline. A Master’s degree is considered an asset.
- Professional certifications such as CRM (Canadian Risk Manager), CRSP, CBCP (Certified Business Continuity Professional), or equivalent.
- Minimum 7–10 years of progressive experience in risk management and emergency planning within industrial, energy, construction, or manufacturing sectors.
- Demonstrated experience developing enterprise-wide risk and emergency frameworks and leading multidisciplinary teams through crisis scenarios.
- Strong knowledge of Canadian regulatory requirements (e.g., OHSA, CSA standards, NFPA, and emergency management legislation).
- Excellent analytical, problem-solving, and communication skills.
