Job Summary:
Reporting to the Director, QSHE, the Specialist, Industrial Hygiene & Hazardous Materials provides technical guidance on hazardous materials, designated substances, and industrial hygiene to the various departments to support implementation of QSHE policies, procedures, best practices, the internal corporate QSHE system and support the company’s adherence to legal and regulatory requirements across Canada.
A Primary of Specific Duties & Responsibilities Includes:
Industrial Hygiene
- Serve as the subject matter expert for all areas concerning industrial hygiene, including mould.
- Manage the development, review, update, and implementation of mould prevention activities.
- Perform indoor air quality testing and associated investigations for internal management purposes.
- Develop, implement, and maintain formal programs for noise, silica, and radon management across Canada.
- Liaise with internal and external stakeholders to ensure industrial hygiene programs, including radon, silica, and lead, are being executed properly.
- Perform noise surveys and prepare reports for internal management purposes, as required.
- Calibrate and operate any industrial hygiene equipment required for internal investigations.
- Perform or arrange for the completion of respirator fit testing.
- Periodically meet with other departments to address mould and indoor air quality concerns.
- Support the environmental risk and compliance branch of the department when environmental
- projects intersect industrial hygiene matters.
- Conduct thorough and detailed reviews of industrial hygiene work scopes and reports.
- Conduct scheduled and ad-hoc site visits to address industrial hygiene and mould concerns, upon request.
- Use industrial hygiene equipment (i.e., moisture meters, air flow meters, particle counters, noise dosimeters, etc.) to conduct internal investigations and produce subsequent reports for risk management purposes
Hazardous Materials & Designated Substances
- Serve as the subject matter expert for all areas concerning hazardous materials and designated substances.
- Provide hazardous materials and asbestos surveys and associated information to internal and external stakeholders.
- Commission hazardous materials and asbestos reports.
- Perform technical reviews and interpretation of hazardous materials and asbestos surveys/reports submitted by consultants to ensure compliance and accuracy of scope.
- Manage the development, review, update, and implementation of the various asbestos management programs across the country.
- Prepare asbestos and mould removal scopes of work, including removal procedures and quotes for removal.
- Ensure demolition and rebuild projects that involve asbestos are completed in compliance with appropriate legislation and manage their progress from beginning to end.
- Perform asbestos sampling and moisture/mould assessments for internal management purposes.
- Oversee water restoration activities and ensure drying activities are adequately performed.
- Periodically meet with Operations to address asbestos and other designated substance concerns.
- Conduct scheduled and ad-hoc site visits to address asbestos and mould concerns, upon request.
- Act as an on-call subject matter experts to other departments.
- Work in close collaboration with other members of the hazardous materials/industrial hygiene team to ensure all projects are proceeding as planned.
- Review applicable legislation on a regular basis to ensure compliance with hazardous materials and designated substance regulations across Canada.
Incident Response
- Intake all incidents and assist in incident investigations where hazardous materials and industrial hygiene are concerned.
- Recommend corrective actions and monitor their implementation following an incident involving hazardous materials, including re-builds, air quality testing, moisture testing, etc.
- Analyze incidents for trends, non-conformity with the safety system or opportunities for improved safety processes and report findings to the Director, QSHE.
- Form part of the Crisis Management Response Team, as required
Program Development & Management
- Manage the development, implementation, training, and monitor effectiveness of hazardous materials policies, procedures, and programs.
- Ensure standardized asbestos, mould, and emergency processes with internal stakeholders, environmental consultants, and environmental contractors across Canada.
- Ensure all locations have current required documentation.
- Assist operations personnel with implementation of hazardous materials and industrial hygiene programs.
Project Management
- Maintain a detailed project sheet for ongoing, short-term, and long-term tasks, to be discussed weekly with the Director, QSHE.
- Build strong relationships with internal and external stakeholders, including other departments, consultants, and contractors.
- Prepare consultant and contractor tenders/requests for proposals for hazardous materials projects.
- Review consultant and contractor hazardous material and industrial hygiene scopes of work and reports for accuracy, completion, and applicability.
- Manage emergencies with hazardous material and industrial hygiene considerations (e.g., fires, floods, structural damage, etc.).
- Manage/coordinate CAPEX projects with hazardous materials and industrial hygiene requirements, in close collaboration with internal stakeholders (e.g., roof surveys, suite renovations, etc.).
- Manage high risk and sensitive hazardous materials and industrial hygiene projects.
- Ensure hazardous material and industrial hygiene projects are properly budgeted, including the creation of annual site and departmental budgets for hazardous materials and industrial hygiene activities.
- Create purchase orders and ensure invoices are correctly processed.
- Maintain an accurate inventory of asbestos containing materials, and hazardous materials/industrial hygiene reports/surveys using the internal record management system.
- Stay up to date on legislative and regulatory changes in the areas of hazardous materials, designated substances, and industrial hygiene.
Training
- Plan, coordinate, and present in hazardous material and industrial hygiene training.
- Assess, review, and assist in the development of training courses for compliance to legislation and make appropriate recommendations for new or additional training.
To be considered for this role, the Specialist, Industrial Hygiene & Hazardous Matertials Should have the following qualification:
- University or college education with a focus in OHS, hazardous materials, industrial hygiene, or similar discipline.
- 3 to 5 years of related experience, including conducting/reviewing hazardous materials surveys, asbestos assessments, indoor air quality reports, mould assessments, radon, silica, industrial hygiene, water restoration, or other related field work, including the use of field equipment.
- Experience in hazardous materials consulting or industrial hygiene is a strong asset.
- Water Damage Restoration Technician (WRT) and Fire and Smoke Restoration Technician (FSRT) certifications, or willingness to obtain.
- PMP, CRST, ROH, ROHT, and/or OHST designation is a strong asset.
- Strong grasp of QSHE and hazardous material legislation and regulations across Canada.
- Experience with and knowledge of compliance frameworks for safety, health, and environment.
- Ability to work independently with minimal supervision.
- Excellent project management skills, including time management and delivering on multiple deadlines.
- Excellent organization, negotiation, presentation, and communication skills.
- Friendly, outgoing, and personable attitude.
- Proficient Microsoft Office skills are required. • Valid driver’s license and continuous access to a reliable vehicle.
- Bilingualism in French and English is preferred.
- Hybrid working environment with the ability to work from the Toronto office a minimum of 3 days per week.
- Reliable access to high-speed internet when working remotely.
- ~10% travel across Canada, ~25% travel across Greater Toronto Area.
